A Global Standard for
Legal Information Access
The United States is our launchpad. The world is our mandate. The LEXT Technology Research and Access Foundation is building the neutral public utility for verified legal information — beginning with the 92% justice gap and scaling across international jurisdictions.
The U.S. Justice Gap: Our Launchpad
Every year, millions of low-income Americans face civil legal problems — evictions, custody disputes, wage theft, debt collection — without any legal assistance. The consequences are devastating: families lose their homes, parents lose custody of their children, and workers are deprived of wages they are legally owed. This is the Justice Gap, and it represents a systemic failure to deliver on the promise of equal justice under law.

LSC Justice Gap Study, 2022The Human Cost
Without legal assistance, Americans face wrongful evictions, lose custody of their children, accept unfair debt settlements, suffer domestic violence without protective orders, and forfeit benefits they are legally entitled to receive. The justice gap does not merely inconvenience people — it destroys lives and perpetuates cycles of poverty across generations.
The Consequences Are Real
When millions of Americans cannot access legal assistance, the ripple effects are felt across every community. These are not abstract statistics — they represent real families facing devastating outcomes every single day.
Wrongful Evictions
Tenants are displaced from their homes without understanding their legal rights to contest or delay eviction proceedings.
Lost Custody
Parents lose custody of their children because they cannot navigate complex family court procedures or file necessary motions on time.
Wage Theft & Debt
Workers accept unfair debt settlements and forfeit wages they are legally owed because they lack knowledge of consumer protection laws.
Unprotected Victims
Domestic violence survivors go without protective orders because they do not know how to petition the court or what evidence is required.
LISA: AI Built for Justice
LISA is the Legal Information Service Assistant. The Foundation owns Layers 1 to 3: Knowledge Graph, Factual Grounding, and Ethical Verification. LISA is designed to prevent made-up answers.
Why LISA Is Different
LISA uses two proprietary layers designed to prevent legal advice and made-up answers. First, the Foundation's proprietary custom instructions limit LISA to legal information, forbid advice, and require every statement of legal information to be citeable to a verifiable source. Second, proprietary review technology checks what is said against those rules.
LISA does not replace attorneys. Legal information can help people understand their rights, navigate court procedures, and make informed decisions about seeking professional legal counsel. This is the critical gap that currently leaves millions without any assistance at all.
Factual Grounding Layer
Instructed never to invent anything. The Foundation's proprietary custom instructions require every statement of legal information to be citeable to a verifiable source; proprietary review technology checks what is said against that rule.
Ethical Verification Layer
The Foundation's proprietary custom instructions limit LISA to legal information and forbid advice. Proprietary review technology checks what is said against those rules, designed to prevent legal advice.
Secure Architecture
Enterprise-grade security with encrypted data handling, audit trails, and privacy-first design principles.
Multilingual Access
Breaking language barriers so non-English-speaking communities can access the same quality of legal information.

How LISA Reaches Communities
The LEXT Technology Research and Access Foundation aims to build relationships with court systems, legal aid organizations, government agencies, and enterprise partners to deploy the LISA engine where it is needed most.
Court Systems
The LEXT Technology Research and Access Foundation is seeking to integrate LISA into court self-help centers to provide citizens accurate procedural information, reducing the burden on court clerks and improving access to justice for self-represented litigants.
- Self-help center integration
- Filing guidance and procedure navigation
- Court form identification and retrieval
- Jurisdictional rule clarification
Legal Aid Organizations
The LEXT Technology Research and Access Foundation seeks to partner with legal aid organizations to extend the reach of limited attorney resources, enabling more citizens to receive factual legal information before and during their cases.
- Intake process augmentation
- Pro se litigant support tools
- Resource referral systems
- Multilingual information access
Government Agencies
The LEXT Technology Research and Access Foundation is seeking to work with city, county, and state agencies to deploy LISA for public legal assistance programs, including housing, family court, and administrative proceedings.
- Public service portal integration
- Administrative hearing guidance
- Housing and tenant rights information
- Small claims court assistance
Fueling Innovation for All
As a non-profit steward, the LEXT Technology Research and Access Foundation is structured to receive and deploy federal, state, and private grants. Our focus is on R&D for AI designed to prevent made-up answers and multilingual legal access, ensuring that the benefits of the AI revolution reach those who need it most — not just those who can afford premium counsel.
Federal & State Eligibility
The Foundation's non-profit structure makes it eligible for a wide range of federal funding mechanisms designed to advance access to justice and legal technology innovation.
- Legal Services Corporation (LSC) Technology Initiative Grants
- Department of Justice Office for Access to Justice programs
- National Science Foundation AI Ethics research funding
- State Justice Institute court technology modernization grants
- Private philanthropic foundations focused on legal equity
R&D Focus Areas
Grant funding is directed toward research objectives that advance the Foundation's mission of equitable access to legal information for all Americans.
Designed to prevent made-up answers
Instructed never to invent anything. The Foundation's proprietary custom instructions require every statement of legal information to be citeable to a verifiable source; proprietary review technology checks what is said against that rule.
Multilingual Legal Access
Developing multilingual capabilities to serve non-English-speaking communities, ensuring that language barriers do not compound the existing justice gap.
A self-sustaining public good: Grant-funded research through the Foundation improves the core LISA engine, which is designed to be deployed to the courts, legal aid organizations, and communities that need it — creating a virtuous cycle where public support enhances a public good and keeps the technology under the ethical mandate of its non-profit steward.
How LISA Will Work
Self-Represented Litigant Assistance Program
In a planned deployment with county court systems, the LISA engine would be integrated into self-help centers to assist self-represented litigants in understanding court procedures, identifying required forms, and understanding filing deadlines.
The system would provide factual retrieval of procedural rules and statutory requirements without offering strategic advice, ensuring full compliance with UPL statutes while dramatically improving the efficiency of court self-help operations.
